Maar het groeiende bewustzijn van de noodzaak nieuwe organisatievormen in te voeren, stimuleerde golven van beleidsinterventies op Europees niveau en die worden beschreven in de volgende drie paragrafen.<\/p>\n<p>&nbsp;<\/p>\n<p><em>Modernisering van de arbeidsorganisatie (1995 \u2013 2010)<\/em><\/p>\n<p>In deze paragraaf beschrijven de auteurs diverse initiatieven om Sociale Innovatie te promoten en zij bespreken veel literatuur en beleidsstukken over de positieve resultaten van Sociale Innovatie, die in deze periode zijn verschenen.<\/p>\n<p>Zij concluderen echter dat het resultaat is: een gefragmenteerd patroon van Europees beleid. Namelijk een reeks van aparte Europese beleidsgebieden, zoals concurrentie, innovatie, werkgelegenheid, veiligheid en gezondheid en sociale inclusie die optellen tot minder dan de som der delen.<\/p>\n<p><em>Adoptie van Sociale Innovatie in EU beleid (2011 \u2013 2016)<\/em><\/p>\n<p>In deze periode werd Sociale Innovatie gepromoot middels vele nationale en regionale initiatieven en programma\u2019s die werden gesteund en gefinancierd. En ook EU autoriteiten zoals\u00a0 DG GROW (eerder \u2018Enterprise\u2019) en DG EMPL ondersteunde en financierde enkele initiatieven (zoals EUWIN).<\/p>\n<p>Aldus werden op alle beleidsniveaus de dialoog gestimuleerd en campagnes ontwikkeld voor kennisdisseminatie en voor de ontwikkeling van capaciteit.<\/p>\n<p>De conclusie drong zich nu op dat Sociale Innovatie niet geschikt is voor regelen door wetgeving omdat de implementatie ervan sterk afhangt van de dialoog op Europees, nationaal, sectoraal en organisatie niveau.<\/p>\n<p>In de Europe2020-strategie die in deze periode werd geformuleerd, werd evenwel de positieve relatie tussen Sociale Innovatie en het innovatievermogen van de EU, de arbeidsproductiviteit en de prestaties van organisaties verwoord: \u2018Sociale Innovatie is een noodzakelijke voorwaarde voor technologische innovatie\u2019. (\u201cComplementing technological innovation with workplace innovation\u201d).<\/p>\n<p>&nbsp;<\/p>\n<p><em>Sociale Innovatie is een noodzakelijke voorwaarde voor technologische innovatie (2017 and beyond)<\/em><\/p>\n<p>Diverse aanbevelingen die op hoog niveau werden gedaan (bijv. door EU-OSHA, DG-EMPL, EESC) laten een hoge mate van overeenstemming zien over de positieve impact van Sociale Innovatie. Maar de vertaling van deze aanbevelingen in EU- en nationaal beleid is kennelijk niet zo evident.<\/p>\n<p>Een van de redenen is wellicht dat werkgeversvertegenwoordigers benadrukken dat arbeidsorganisatie en technologie hun prerogatief en verantwoordelijkheid is.<\/p>\n<p>Toch zijn er regeringsinitiatieven in Frankrijk, Duitsland, Finland, Baskenland en Schotland.<\/p>\n<p>&nbsp;<\/p>\n<p><em>Conclusie<\/em><\/p>\n<p>Voor de Europese Commissie zijn al deze belangrijke aanbevelingen een extra reden om het beleid van ondersteuning van Sociale Innovatie voort te zetten. Daar komt bij dat Sociale Innovatie eenvoudig ge\u00efntegreerd kan worden in Europese beleidsagenda\u2019s zoals: innovatie, nieuwe vaardigheden, meer en betere banen en sociale dialoog. De EU en nationale autoriteiten hebben laten zien dat zij met succes een sociale dialoog kunnen ondersteunen en campagnes ontwikkelen voor de verspreiding van kennis en ontwikkeling van capaciteit.<\/p>\n<p>Tenslotte is het een uitdaging om Sociale Innovatie-programma\u2019s uit te breiden naar Europese landen met minder traditie en ervaring op dit terrein.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Referentie<\/strong><\/p>\n<p>Frank Pot, Peter Totterdill and Steven Dhondt<em>: \u2018Developing Workplace Innovation Policies in the European Union\u2019. <\/em>In: A.
