H.A.M. van Lieshout ter gelegenheid van de Opening Kenniscentrum Arbeid van de Hanzehogeschool Groningen.<\/p>\n<p><strong>Highlights <br \/><\/strong>Het marktmechanisme wordt door ons blijkbaar zo automatisch met de allocatie van arbeid geassocieerd, dat het desbetreffende veld in onze samenleving er naar vernoemd is: arbeidsmarkt. Toch begin ik studenten altijd uit te leggen dat de arbeidsmarkt nu juist geen neoklassieke spot market is. Toegepast op de arbeidsmarkt, zou een extreme vorm van allocatie\/co&ouml;rdinatie via louter het marktmechanisme impliceren dat we in beginsel elke ochtend opnieuw bepalen aan welke werkgever we onze arbeidskracht voor die dag ter beschikking stellen. En vice versa: dat elke werkgever elke dag opnieuw bepaalt hoeveel mensen, en welke individuen, hij in dienst neemt. Slechts bij hoge uitzonderingen treffen we echter een dergelijke dagelijkse markt van arbeidsallocatie aan. Volgens de overlevering werd vroeger ooit zo zwart werk in de bouw dagelijks gealloceerd tussen koppelbazen en werkzoekenden in een Amsterdams kroeg.<\/p>\n<p>En ook in de VS treffen we meer of minder legale vormen van day labor. Los van de legaliteitsvraag gaat het dus altijd om een uitermate klein deel van de arbeidsmarkt. Er zijn diverse redenen waarom dat de typische arbeidsrelatie tussen werkgever en werknemer een stuk duurzamer is &ndash; de gemiddelde tenure in een westers land varieert immers rond de acht &aacute; negen jaar . Oliver Williamson leerde ons vanuit werkgeversperspectief te begrijpen waarom arbeid niet louter via de markt wordt gealloceerd, maar vooral ook via een andere dominante co&ouml;rdinatiemechanisme: het bedrijf\/de organisatie\/ de hi&euml;rarchie. De meeste werknemers zijn voor langere tijd in dienst van dezelfde werkgever. En zelfs uitzendkrachten die pieken in de productie moeten opvangen blijven dagen, weken, maanden, jaren in dienst bij dezelfde opdrachtgever. Markttransacties, zo legde Williamson uit, brengen kosten met zich mee. En ze bergen risico&rsquo;s in zich &ndash; bijvoorbeeld, het risico dat er vandaag onvoldoende geschikte arbeidskrachten te vinden zijn, waardoor ik de productie niet kan realiseren die mijn klanten vragen. Als de transactiekosten voldoende hoog zijn, is het daarom effectiever en effici&euml;nter om arbeid duurzaam te organiseren in een arbeidsorganisatie.<\/p>\n<p>Zie de bijlage voor de volledige rede <em>Partners in Arbeidsmarktorganisaties<\/em> (2008) van dr.
