Schrijver Wilco Brinkman heeft de verschillen en overeenkomsten in inhoudelijke afspraken &eacute;n in het proces van tot standkoming van de cao&rsquo;s geanalyseerd. <br \/><\/span><span>De Publieke Sector &nbsp;omvat: Rijk, Provincies, Gemeenten, Onderwijs (PO,VO,MBO,HBO,WO), Onderzoeksinstellingen, Politie, Universitair Medisch Centra, Rechtelijke macht en Defensie. De laatste twee genoemde sub-sectoren zijn niet in de beschouwing betrokken omdat daar nog geen nieuw cao-akkoord was einde 2018.<\/span><\/p>\n<p><strong><span>Loonontwikkeling<br \/><\/span><\/strong><span>De loonontwikkeling ligt voor de gestandaardiseerde periode van 12 maanden op gemiddeld 2,4%. Hoe recenter de overeengekomen cao, hoe hoger de kans op een loonontwikkeling boven het gemiddelde. <\/span><\/p>\n<p><strong><span>Opleiding en Ontwikkeling<br \/><\/span><\/strong><span>De afspraken over opleiding en ontwikkeling bleken weinig vernieuwend. Met uitzondering van de cao-Provincies waar een verschuiving van beschikbare middelen van flexibel belonen naar een individueel ontwikkelingsbudget werd overeengekomen. <\/span><\/p>\n<p><strong><span>Duurzame Inzetbaarheid<br \/><\/span><\/strong><span>De afspraken over duurzame inzetbaarheid betreffen vooral het verlagen van werkdruk, met name geldt dat voor Politie en Onderwijs. In 4 cao&rsquo;s werd een zogenoemd &lsquo;generatiepact&rsquo; gesloten. Dat houdt in dat oudere werknemers minder kunnen gaan werken tegen een beperkte salarisverlaging en met behoud van volledig pensioenopbouw. De schrijver merkt op dat het de vraag is hoe bestendig deze afspraken zijn, gezien de ervaringen met de VUT.<\/span><\/p>\n<p><strong><span>Flexibele arbeidsrelaties<br \/><\/span><\/strong><span>In vrijwel alle cao-akkoorden hier bestudeerd, zijn bepalingen opgenomen die beogen mensen met een tijdelijke arbeidsovereenkomst eerder in vaste dienst te nemen. In de cao-Provincies staat dat &lsquo;structureel werk&rsquo;(grens: 5 jaar) op basis van een vaste arbeidsovereenkomst moet worden uitgevoerd. In veel cao-akkoorden (m.n. WO) zijn bepalingen opgenomen die er toe moeten bijdragen dat flexibele medewerkers hun kansen op de arbeidsmarkt (professionaliseringstrajecten) kunnen vergroten.<\/span><\/p>\n<p><strong><span>Proces van tot stand komen cao akkoorden<br \/><\/span><\/strong><span>Diverse cao&rsquo;s zijn tot stand gekomen na acties. Maar dat geldt niet voor de drie cao&rsquo;s waar sociale partners hadden gekozen voor het gezamenlijk verkennen van de vraagstukken en via co-creatie zoeken van oplossingen; hier werd niet gewerkt met &lsquo;inzetbrieven&rsquo;<\/span><\/p>\n<p><strong><span>Referentie<br \/><\/span><\/strong><span>Brinkman, Wilco.
