Datzelfde jaar werd er een actie-onderzoeksproject gestart op het onderzoekscentrum van de Universiteit van Basken Land: Sinnergiak Social Innovation. Het project droeg de naam: Gipuzkoa Workplace Innovation (GWPI).\u00a0Actie-onderzoek bestaat in grote lijnen uit drie elementen: onderzoek, actie en participatie (Gustavson.2006; Greenwood &amp; Levin, 2007).<\/p>\n<p>&nbsp;<\/p>\n<p>Het GWPI project<\/p>\n<p>Het hoofddoel van GWPI was onderzoek doen naar \u2018workplace innovation\u2019. Het project heeft gelopen van 2014-2019 en er is samengewerkt met het Bestuur van de provincie Gipuzkoa (het Departement van Economische Ontwikkeling).<\/p>\n<p>Uit een vragenlijstonderzoek bij de start van het project waaraan 496 organisaties deelnamen, kwamen twee zaken naar voren: 1) het lage niveau van medewerkersparticipatie bij strategische beslissingen in deze bedrijven en 2) de beperkte mate waarin innovatie als een systematische aanpak was ge\u00efntegreerd in de arbeidsorganisatie.<\/p>\n<p>Dit resultaat werd internationaal vergeleken binnen het EUWIN (European Workplace Innovation Network).<\/p>\n<p>Tussen 2015 en 2016 werd een lokaal lerend netwerk van bedrijven opgericht. Deze bedrijven namen deel aan 6 modules waarin zij konden leren over werknemersparticipatie en het systematisch integreren van innovatieve praktijken in het werk. De bedrijven bleken zeer willig om met en van elkaar te leren, maar er kwam ook een kennis-lacune ten aanzien van \u2018workplace innovation\u2019 naar boven.<\/p>\n<p>Een programma<\/p>\n<p>Zo kwam een \u2018Programma\u2019 tot stand, in de betekenis van een publiek-privaat instrument dat op nationaal of regionaal niveau opereert. Programma\u2019s worden ontworpen om organisaties er toe te brengen of te stimuleren om een gelijktijdige verbetering van hun resultaten en van de kwaliteit van de arbeid te realiseren. (Alasoini, 2016)<\/p>\n<p>&nbsp;<\/p>\n<p>Drie artikelen<\/p>\n<p>Pomares heeft voor zijn proefschrift dit programma vergeleken met ervaringen in andere EU landen en \u2013 regio\u2019s.
